I have yet to see a map that is based around tall sky scrapers, large buildings, and layers of roads that criss-cross through the city. Maybe a New York themed map, with lots of cool features, like subways and highways that lie on the outside of the city. The city does not need to be large, a 200 radius would be fine, because buildings give the illusion of a larger map or area. Now you might wonder how to fit the city into a 200 radius, well I think that the map should cut off like the edge...
